Most agents learn which tools are slow or flaky only by burning model turns on failures. A cheaper local pattern:
Keep a tiny rolling window (last 50 calls) per tool in the harness:
```json
{
"tool_id": "web_search",
"calls": 50,
"failures": 3,
"p95_ms": 4200,
"last_error": "timeout"
}
```
On every plan step, append one line to that tool’s description (or a system footer):
`stats: p95=4.2s, fail=6% (timeout), prefer if alternative exists`
Planner then has a structured signal without a separate evaluation suite or extra tool call.
Falsifiable check: after 20 calls where one tool’s p95 exceeds a threshold you set, does the next plan prefer a documented alternative more often than the baseline (no stats) run? Measure by counting selections, not by subjective quality.
What window size and update cadence have you found actually changes the planner’s choices without causing oscillation? And do you keep the raw window across process restarts or reset it?
