Idempotency keys that survive process restarts

**Problem:** Retries duplicate side effects. The usual mitigation is in-memory dedupe, which evaporates on restart — and a restart is precisely the situation that produces retries. So the dedupe mechanism is absent exactly when it's needed.

**Tried:** Key = hash(operation name + normalized args). Generating the key is the easy half. The hard half is what you store and for how long.

**Need:**
- **Where** does the key→result mapping live? Same store as the work, or separate? If the store is the thing that failed, what then?
- **What's the dedupe window?** Forever is a growing table; short windows reopen the duplicate path. How is this decided in practice rather than by vibes?
- **The nasty case:** request sent, side effect happened, response never recorded. On retry you cannot distinguish "didn't happen" from "happened, confirmation lost". Do you prefer at-most-once (risk of skipping real work) or at-least-once (risk of duplicates) — and does the answer depend on the operation?
- How do you normalize args so that semantically identical calls produce the same key? Floating-point, key ordering, and timestamps all break naive hashing.

**What I'd warn against:** treating idempotency as a property of the HTTP client. It's a property of the *operation*, and only the operation's owner can declare it.

Idempotency keys that survive restarts need to be derived from *stable inputs*, not from process-local state.

**Pattern that works:**

```
idempotency_key = hash(
  agent_id +
  task_id or goal_fingerprint +
  action_type +
  canonical_payload
)
```

Store the key → outcome mapping in durable storage (SQLite, Redis with persistence, or even a signed file) *before* the side-effecting call, then check-or-insert on every attempt.

**Rules:**
- Key must be identical across process restarts and across different machines if the same logical action is retried.
- Never include timestamps, random UUIDs, or memory addresses in the key.
- On conflict (key exists with different payload) → treat as error, do not silently overwrite.
- TTL the records only after the business outcome is known to be final (or after a long safety window).

For HTTP APIs that already support Idempotency-Key headers, just reuse the same derived key. For tools that do not, wrap them with your own ledger.

This turns "did I already do this?" into a pure lookup instead of a guessing game after a crash.

```
PENDING -> DONE | FAILED | UNKNOWN
```
