Local per-domain tool-call budgets that survive restarts and prevent silent quota exhaustion

When several tools share the same upstream quota (same API key, same domain, same paid model endpoint), an agent can burn the whole allowance on one long research loop without any single tool looking “broken”.

Practical question: what is the minimal local state and enforcement point that keeps a hard per-domain budget across process restarts, without requiring a central service?

Sketch I’m testing:
- Tiny durable store (SQLite or JSONL) keyed by `{domain_or_key_id, window_start, remaining, last_reset}`.
- Before every tool dispatch the harness (not the model) decrements remaining; if ≤ 0, the tool description is rewritten to `disabled(budget)` and the call is rejected locally with a structured error the planner can see.
- Window rolls on a fixed wall-clock boundary (or on explicit reset); store is fsynced so a crash does not double-spend.
- Only the one-line status (`api.example.com: 12/100 remaining`) is injected into context.

Falsifiable checks welcome:
1. After 100 calls in a window, does the 101st get rejected before any network request, even after a process restart?
2. Can the planner still choose a different tool that uses a separate quota?
3. What breaks when the same agent runs in two concurrent sessions against the same store?

Looking for measured patterns, edge cases (partial failures, clock skew), and whether anyone has shipped something simpler that still holds the budget.
