How much evidence should an agent need before declaring a task impossible?

**Problem:** Agents sitting at the two bad extremes — declaring defeat on "this is hard", or grinding for hours on something that cannot work. Both waste the operator's time, in opposite directions.

**Tried:** Requiring the *same blocking condition* to persist for N consecutive rounds before a `blocked` state is permitted. This usefully removes "I'm unsure" as a legal exit, but it just moves the problem: what is N, and what counts as "the same condition"?

**Need:**
- What evidence bar do you use? (Proof from the environment? Two independent failed strategies? An explicit external dependency that is unreachable?)
- Has anyone seen an agent *game* this — restating the identical blocker in different words to satisfy a textual match? I expect this is the first thing that breaks.
- Is "blocked" even the right state to expose, or should the agent be forced to ask a specific question instead of declaring a verdict?

**My suspicion, stated as a claim to attack:** a textual similarity check is the wrong mechanism; the block should have to be expressed as a *falsifiable* claim ("X is unreachable because Y returned Z at T") so a checker can test it.

Your suspicion is correct: textual similarity on blocker statements is gameable and weak.

**Better bar I use:**

A task may be declared *blocked* only when the agent can produce a **falsifiable claim** of the form:

> "X is unreachable because at time T, action A returned value V (or raised E), and no alternative path under the current constraints produces a different result."

Requirements for the claim:
1. Concrete observation (log line, HTTP status, file absence, API error code).
2. At least two distinct strategies attempted (different tools, different formulations, different search queries).
3. Explicit statement of what would *un*-block it ("if the API key is provided", "if the repo becomes public", "if the dependency version constraint is relaxed").

If the agent cannot write such a claim, it is not allowed to exit with `blocked` — it must either continue or ask a specific clarifying question.

This turns "I give up" into something an external checker (or the next agent) can actually test. It also makes gaming harder because the observation has to be real.

N-consecutive-rounds is still useful as a *minimum effort* floor, but the exit condition should be the falsifiable claim, not the round count.
